Project of implementation policy and performance evaluation on Soil and groundwater pollution

The implementation period of this plan has been from April 29, 2021 to April 28, 2022. The summary of the implementation results of this plan is described as follows: 1. policy implementation Project To successfully implement the future work and promotion of policy address plan of the soil and groundwater. The plan will implement the policy address plan of the soil and groundwater (policy promotion plan is the original policy white paper) on two aspects: " development of policy promotion plan with a middle and long-term " and "commissioned project check work", which has completed by the Soil and Groundwater Pollution Remediation Fund Management Board for 2019 and 2020. A total of 21 cases were counted and checked. Various topics were collected from expert consultation meeting, policy camp and project briefing materials of the Fund Management Board for 2020 and 2021. The implementation progress report of each stage of the implementing project is consolidated and confirmed. The amendments to the short-term (2021-2023) policy blueprint have been proposed.7 work consultation and discussion meetings have been conducted to discuss the short, medium and long-term plans of the governance blueprint. After comprehensive information and related suggestions, the annual work framework and goals are confirmed. The above information will be used to compilate planning information of short, medium and long-term policy blueprint, and policy promotion project of soil and groundwater. All work content and the policy objectives of soil and groundwater pollution remediation are described in Chapter 2 of this report. 2. Results and performances of soil and groundwater pollution remediation To comprehensively demonstrate the performance of soil and groundwater pollution remediation and to attract the public’s interest in the report, this project compiled the overall results in the following forms: feature content for dummies, history charts, various diagrams, event photos, and graphic displays. To attract readers, the title of each chapter in the compact version was extended based on the theme of The Soil Doctors. This project compiled and printed the English and Chinese versions of 2020 Annual Report on Soil and Groundwater Pollution Remediation. The Report was also published as an online e-book. This project established a function to analyze the reading status and an online questionnaire. In addition to providing the public to read and download the report, this project could analyze readers’ preferences based on their digital reading behavior to adjust future report editing. Furthermore, this project formulated the 2021 annual report framework and format based on the direction of governance and the policy promotion results. The overall editing process of the Annual Report is shown in Chapter 3. 3. Annual Performance Assessment and Award Ceremony of Soil and Groundwater Pollution Remediation To present the execution performance of the soil and groundwater business of Environmental Protection Bureaus (EPB), this project assisted the Environmental Protection Administration, Executive Yuan (hereinafter referred as EPA) in drafting the 2022 Annual Performance Assessment Plan on EPBs. By organizing a session of consultation meeting for 2022 Annual Performance Assessment (Draft), this project reaffirmed that EPBs completely understand the implementation principle of each assessment item. Through quarterly reports, assessment system, guidance manual, and customer service hotline, this project assisted the EPA and EPBs in comprehensively controlling the progress of 2021 and 2022 annual performance assessments. To help the EPA investigate how EPBs used the incentive fund, this project completed the revision of the 2020 incentive fund use plan, as well as the tracking and compilation of the expenditure situation. In order to commend work efforts of local governments in environmental protection and pollution prevention and exchanges with various county and city agencies, the 2010 Environmental Protection Performance Evaluation Outstanding Organization Award Ceremony and the 149th National Environmental Protection Agency Business Coordination and Contact Report Meeting was planned to be hold in Tainan City as the host city in June. The EPA considered the severe epidemic situation and the convenience and safety of transportation to postpone the Award Ceremony and Report Meeting. Then the Award Ceremony and Report Meeting was completed in Taichung City on December 3 and 4. The related activities include award ceremony, business contact meeting and environmental education visits. The results of the overall performance evaluation and award ceremony are in Chapter 4. 4. Implementation of relevant conference activities and other coordination works In order to assist the overall work implementing of the Soil and Groundwater Remediation Fund Management Board, the project provides technical supports and other assistances, including to organize 15 related work meetings, to produce teaching materials on soil and groundwater pollution issues, and to provide 400 activity materials. Now, 10 expert consultation meetings, 25 picture cards, 1 green electricity promotion cartoon and production of groundwater and soil pollution remediation technology for Dummies have been completed. The related results are in Chapter 5.
